WhatsApp now charges for customer replies: what Indian businesses pay from 1 October 2026

Short answer: From 1 October 2026, Meta charges for WhatsApp Business API replies sent inside the 24-hour customer service window. They used to be free. Each delivered service message is billed at the same rate as a utility message, which BSPs report as ₹0.115 per message in India, plus 18% GST. Providers also report that the first 1,000 service messages per business number each month stay free. For most small and mid-sized businesses the new bill is a few hundred to a couple of thousand rupees a month, far less than a single marketing broadcast.

What exactly changed on 1 October 2026?

Meta’s developer documentation now says it plainly: “Effective October 1, 2026, Meta will charge for service messages.” Service messages are the free-form replies your team or chatbot sends after a customer messages you, such as text, images, PDFs and buttons. Since November 2024 these had been free.

Two things changed at once:

  • Service messages are now paid. Every reply delivered inside the 24-hour window is billed per message. Meta sets the service rate equal to the utility and authentication rate for each country, and there are no volume discounts on service messages (Meta: non-template message pricing).
  • Utility templates inside the window are now paid. Order updates, booking confirmations and payment reminders sent as utility templates while a chat is open used to cost nothing. From 1 October they are charged too.

What is still free?

  • Messages customers send you. Inbound messages have never been charged.
  • The first 1,000 service messages per number, per month (as reported by providers). Providers including respond.io report a monthly free tier of 1,000 service messages per business phone number, which does not roll over. We could not find it on Meta’s own pricing pages, so check it in your Billing Hub before you count on it. The free tier does not cover utility templates.
  • Chats that start from a Click-to-WhatsApp ad. When someone taps a Click-to-WhatsApp ad (or a Facebook Page button) on their phone and you reply within 24 hours, Meta opens a 72-hour free entry point window. Every message you send in it, templates included, is free. Meta’s documentation says this window is “unchanged for message delivery”.

What will it cost my business? Three worked examples

Your bill depends on one number: how many separate messages you send in reply to customers. A chatbot that answers in five short bubbles costs five times as much as one that answers in one well-written message.

For comparison, one marketing broadcast to 5,000 past customers costs about ₹5,092 (5,000 × ₹0.8631, plus GST). So the new charge is real but small. The bigger risk is a badly designed bot that floods every chat with messages, or a sudden rise in volume you didn’t plan for.

If the 1,000 free messages turn out not to apply to your account, add about ₹136 a month per number (1,000 × ₹0.115, plus GST) to each figure above.

Seven ways to keep your WhatsApp bill down

  1. Send fewer, better messages. Combine “Hi!”, “Thanks for asking”, and “Here are the details” into one message. Fewer bubbles means a smaller bill and a cleaner chat.
  2. Use buttons and lists instead of open questions. A quick-reply button gets an answer in one round. An open question often takes three. Our WhatsApp follow-up playbook shows how to qualify an enquiry in two or three taps.
  3. Run Click-to-WhatsApp ads for new enquiries. Chats that start from these ads get the 72-hour free window, so your whole first conversation, including the follow-up, costs nothing in Meta fees.
  4. Stop sending “just checking” messages inside the window. Each one is billed now. Send one useful follow-up with the itinerary, price or slot, not three nudges.
  5. Audit your chatbot flows. Look for flows that send a greeting, a menu and a separator as three messages. Merge them. This is usually the biggest saving.
  6. Add a payment method and switch to INR billing. Meta requires eligible Indian businesses to move every WhatsApp Business account to INR billing by 31 December 2026. From 1 January 2027 it stops delivering messages from accounts that haven’t (Meta pricing documentation). Ask your provider whether this applies to you.
  7. Track cost per booking, not cost per message. A ₹1,500 WhatsApp bill that closes ten extra bookings is cheap. Track bookings in a CRM so you can see the link. Our travel CRM guide explains how.

Should you switch to the free WhatsApp Business app?

Usually not. The app is free, but it caps you at a few devices, gives you no proper automation and no shared inbox, and makes it hard to reply to everyone within minutes. For a business handling hundreds of enquiries, the Meta fees above are tiny compared with the bookings you lose from slow replies. The app makes sense if you get fewer than about 10 enquiries a day and one person can answer them all.

What about AI chatbots on WhatsApp?

Since 1 August 2026, Meta’s own Meta Business Agent has been billed by tokens: one global rate of US$2 per million tokens, which Meta estimates at roughly 4–5 US cents per AI reply. That is far more per message than a ₹0.115 service reply. If you use a third-party chatbot through your own WhatsApp API account, its replies count as ordinary service messages, plus whatever the chatbot vendor charges.

What should you do this week?

  • Open WhatsApp Manager → Insights and note how many messages you sent in September.
  • Multiply your billable messages (minus the free 1,000) by ₹0.115 and add 18% GST. That’s your new monthly baseline.
  • Check that a payment method is on file and ask your provider about INR migration.
  • Merge multi-bubble bot replies and add buttons where people currently type.
  • Move new-enquiry ads to Click-to-WhatsApp, so that first conversations are free.

Using WhatsApp message templates? They are billed separately and the rules haven’t changed. Only replies inside the window are new.

Do I need to do anything to keep WhatsApp working?

Make sure a payment method is on file in Meta’s Billing Hub. If you are an eligible Indian business billed directly or through a partner, migrate your WhatsApp Business accounts to INR billing by 31 December 2026, or Meta will stop delivering your messages from 1 January 2027.
