Short answer: Meta ads in India cost whatever daily budget you set, and Meta will not charge more than that. What varies is what each rupee buys. Across seven of our lead campaigns, the cost per lead ranged from ₹7 to ₹83, with a middle value of about ₹29. Meta also adds 18% GST on ad spend billed in India.

How much does a lead cost on Facebook and Instagram in India?

These are campaign results from Meta Ads Manager for campaigns we have run. All are lead campaigns (people filling a form or starting a conversation), not traffic or awareness campaigns.

Two things stand out. First, the spread is huge: the cheapest lead cost about a tenth of the most expensive. Second, the cheapest campaigns were not automatically the best ones. A ₹7 lead for home décor inspiration and a ₹72 lead for a family pilgrimage worth tens of thousands of rupees are very different purchases.

How does Meta decide what you pay?

Meta sells ad space through an auction. Every time someone opens Facebook or Instagram, advertisers compete to show them an ad. Meta picks the winner based on three things:

  • Your bid or budget: how much you are willing to pay for the result you chose.
  • Estimated action rate: how likely this person is to do what you want, such as fill in your form.
  • Ad quality: how people react to your ad. Ads that people hide or scroll past get more expensive.

That third point is why creative matters so much. A better ad does not just get more leads; it makes every impression cheaper.

What makes a Meta ads lead cheap or expensive?

  1. Price of what you sell. Higher-value purchases get fewer, more expensive leads. Our pilgrimage leads cost more partly because families were considering a multi-day trip, not a free consultation.
  2. Audience size. Very small audiences get expensive fast. Our pilgrimage retargeting audience was only a few thousand people, so Meta kept showing the same ad to the same people and the cost rose to ₹83 a lead.
  3. How specific the offer is. “5 days, 3 holy cities, from Bengaluru, from ₹X” attracts serious enquiries. Vague offers attract curiosity.
  4. Form friction. Pre-filled Instant Forms are cheap because they take seconds. Adding a qualifying question raises the cost per lead but usually improves quality.
  5. Season and competition. Costs tend to rise when many brands compete for the same people, such as festive and sale seasons.
  6. Creative fatigue. The same ad shown for weeks gets more expensive as people tune it out.

How much budget do you need to start Meta ads in India?

Meta lets you start with a small daily budget; the exact minimum depends on your currency and bidding. Starting small is fine for learning, but too little money means Meta cannot learn who responds. For most small businesses we suggest:

Our pilgrimage campaign, for example, ran on ₹420 a day in total and produced about four leads a day.

How do you work out the right budget for your business?

Work backwards from customers, not leads:

Monthly ad budget = customers you want × cost per lead ÷ share of leads that become customers.

Example: you want 10 bookings a month, you expect around ₹30 a lead, and roughly 3 in 100 leads book. That is 10 × ₹30 ÷ 0.03 = ₹10,000 a month in ad spend, plus GST. If your team follows up faster and 5 in 100 book, the same 10 bookings need only ₹6,000.

This is why we report cost per booking, not just cost per lead. It is the number that tells you whether ads are making you money.

Is GST charged on Facebook and Instagram ads in India?

Yes. Meta adds 18% GST to ad spend billed in India. If you add your business GSTIN in Meta’s billing settings, the invoices carry it, and a GST-registered business can usually claim the tax as input credit. Check with your accountant for your case.

What is the difference between ad spend and agency fees?

Ad spend is the money that goes to Meta for showing your ads. An agency or freelancer charges separately for planning, creatives, management and reporting. How can you lower your Meta ads cost per lead?

  • Make the offer specific: price, duration and what is included, in the ad itself.
  • Refresh creatives every few weeks before performance drops.
  • Don’t split small audiences into separate campaigns. Let one campaign learn.
  • Test a qualifying question on the form. You may pay more per lead but less per customer.

Do I pay Meta if nobody fills my form?

You pay for delivery, usually for impressions, so you can spend money without getting leads. That is why you should check results after the first few days and fix the ad or offer if nothing is coming in.
